The development of ICTs, in recent years, has extraordinarily contributed to change the social and political landscape in many countries, opening new perspectives for the exercise of fundamental human rights, including the right to information and communication. 

With the increasing penetration into all spheres of life, ICTs play transformer roles resulting positive creativity, offering new and innovative ways with tangible effects in political, social and economic activities including the achievement of the Millennium Development Goals (MDGs). Similarly, new and emerging ICT applications now offer all countries a unique opportunity to reduce the economic divide by implementing policies as well as legal and regulatory mechanisms towards building a coherent digital economy. 

During its first five sessions (2006-2010),  in cooperation with partners in building the information society and implementing the Tunis 2005 Agenda, ICT4ALL had provided a platform to address fundamental issues, both in the context of the actions lines of the World Summit on the Information Society and in the achievement of the Millennium Development Goals, in an inclusive and participatory manner.
 
Through the key addressed themes and the resulting recommendations in its first five sessions, ICT4ALL has served as a platform for a real contribution towards promoting a favorable environment for the development of ICTs.
